Puerto Rico is home to more than 56,000 public housing units, providing shelter to tens of thousands of families. These homes are intended to be safe spaces where children, older adults, and low-income families can live with dignity. Yet far too often, residents face marginalization, discrimination, and harassment. Many experience neglect from administrators and threats of legal action or eviction—sometimes for inability to pay rent, and other times for minor or perceived noncompliance.

This situation is further compounded by a critical shortage of over 60,000 affordable housing units across the island. For families living in public housing, this means that safe, stable homes are a scarce resource, and the consequences of neglect or systemic failure can be devastating. Children grow up in unsafe conditions, older adults face heightened health risks, and families are left with little protection against housing insecurity.

The reality in Puerto Rico tells us that there is an urgent need to defend the rights of public housing residents. These families often lack the resources or knowledge to advocate for themselves and are vulnerable to policies and practices that overlook their basic needs. Ensuring that residents are treated fairly, with respect, and with access to support services is not only a matter of justice—it is a matter of survival and dignity.

At Ayuda Legal Puerto Rico, we are committed to standing with these communities. We provide legal advocacy to defend tenants’ rights, connect families to essential resources, and raise awareness about systemic neglect in public housing. Our work empowers residents to claim their rights, challenges practices that perpetuate inequality, and ensures that families have the support they need to live safely.
