Strategies to face the eviction and housing crisis

Estrategias para hacer frente a fenómenos que agravan la crisis de desalojos y de vivienda 

En el 2025 desarrollamos importantes acciones tanto en el acompañamiento directo y asesoría a personas cuyo derecho humano a la vivienda adecuada ha sido vulnerado, como en la generación y difusión de información accesible sobre el derecho a la vivienda para toda la población. 

En conjunto con la Clínica Jurídica de Derecho a la Vivienda María Luisa Marín, se brindaron 28 asesorías gratuitas a personas vulnerables, en su mayoría mujeres, amenazadas de desalojo por distintas causas. Al finalizar se contabilizaron a más de 100 personas beneficiadas. Uno de estos casos implicó el acompañamiento de más de 20 personas durante todo el año para que fueran reinstaladas en el edificio del cual habían sido desalojadas. Para ello se realizaron una serie de reuniones de análisis, se produjeron documentos, se acompañó a las personas afectadas en las reuniones con el abogado de la empresa por la cual habían sido desalojadas, se negoció su reinstalación y se revisaron sus contratos de alquiler.  

En septiembre se realizó la presentación pública del Manual práctico “Analizando el procedimiento de desalojo causado por juicios civiles en la CDMX a la luz del derecho a una vivienda adecuada”, en conjunto con la Universidad Iberoamericana y el Centro Interdisciplinario para la Enseñanza Clínica del Derecho (CIEC), en el cual participaron organizaciones, movimientos, activistas y otros actores. El documento se pensó como una herramienta práctica para las personas que se enfrentan a procesos de desalojo. Contiene además una serie de sugerencias en relación con casos a realizarse en los marcos legales existentes con el fin de que realmente protejan el derecho a la vivienda adecuada. A partir de esta presentación, se nos solicitaron otras enfocadas a movimientos sociales, así como a tomadores de decisión.  

Durante el año además se desarrollaron una serie de reuniones latinoamericanas con participación de universidades y colectivos de Argentina, Brasil, Chile, El Salvador y México con el fin de compartir metodologías de identificación y mapeo de desalojos, así como de caracterización de estos. 

 

Strategies to address factors that worsen the eviction and housing crisis 

In 2025, we carried out key actions by directly supporting and giving free legal advise to people whose human right to adequate housing has been violated and also by creating and sharing accessible information on housing rights for the general population. 

In collaboration with the Housing Rights Legal Clinic "Maria Luisa Marín", 28 free consultations were provided to vulnerable individuals, mostly women, who were facing eviction for different reasons. By the end of the year, more than 100 people had benefited from these services. One of the cases involved supporting more than 20 people throughout the entire year to secure their reinstatement in the building from which they had been evicted. This process required a series of analysis meetings, the elaboration of documents, accompaniment to meetings with the company’s lawyer responsible for their eviction, negotiation for their return, and review of their lease agreements. 

In September, the practical manual “Analyzing Eviction Proceedings Caused by Civil Lawsuits in Mexico City in Light of the Right to Adequate Housing” was publicly presented in collaboration with Universidad Iberoamericana and the Interdisciplinary Center for Clinical Legal Education (CIEC). Organizations, movements, activists, and other actors participated in the event. The document was designed as a practical tool for people facing eviction proceedings. It also includes a series of recommendations for cases to be carried out within existing legal frameworks, with the aim of ensuring real protection of the right to adequate housing. Following this presentation, we were invited to provide further sessions aimed at social movements and decision-makers. 

Throughout the yearwe also held a series of Latin American meetings with the participation of universities and collectives from Argentina, Brazil, Chile, El Salvador and Mexico in order to share methodologies for identifying and mapping evictions, as well as for characterizing them.
