Support vulnerable households in Latakia, Tartous, and Al-Ghab Plain to access specialist consultations and essential NCD laboratory tests through a clinic-network and/or voucher modality. Target group prioritizes households with two adults aged 40+.
What our partner UniSyria completed in October
Kick-off & coordination: Named focal points from both organizations; agreed roles, decision lines, and a joint workplan for November–January rollout.
Service-point readiness: Mapped and pre-checked clinics/labs in all three locations (licensing, service menus, and proximity). Field teams conducted on-site inspections and document reviews; vendor shortlists prepared for contracting.
Targeting & tools: Finalized eligibility criteria; developed beneficiary registration and consent forms; built the Excel tracking file (name, mother’s name, DOB, phone, address, services provided).
Safeguarding & accountability: Oriented staff on respectful conduct and complaints handling. Prepared a simple community information sheet (entitlements, where to go, how to complain). Set up hotline/WhatsApp and in-person feedback options aligned with humanitarian safeguarding standards.
Data protection & records: Established access controls for beneficiary data; defined filing for service sheets, voucher stubs, and vendor documentation.
Community engagement: Met local focal points and introduced the service pathway and verification steps.
Risks & mitigations
Facility variability (tests, access): Keep dual pathway (direct clinic referrals and capped vouchers); use pre-agreed unit rates and clear service menus.
Continuity of NCD care: Stagger start by locality; prioritize cases with uncontrolled conditions and schedule follow-ups.
Information & complaints: Maintain multiple, safe channels; review feedback weekly and adapt messaging as needed.
Data security: Limit data access to designated staff; store records securely for post-project verification.

Signed implementation workplan and SOPs for referrals/vouchers.
Vendor shortlist with pre-award checklists and draft service agreements.
Beneficiary registration/consent tools and master tracking file template.
Staff briefing notes on safeguarding and complaints handling.
Next steps (November)
Sign clinic/lab agreements and print vouchers where relevant.
Start consultations and NCD testing; run weekly quality and feedback reviews.
Issue a mid-month update to the donor and maintain the beneficiary tracker in real time.
